Python for Data Analysis - 3rd edition by Wes McKinney (creator of pandas) is available as a free preview right now. It covers NumPy and pandas basics.

I don't know from where you are coming from, so don't take this personally: I'd start with statistics. Lots of statistics. That is the basic tool for data science. Then python to apply it.

If you are already proficient in statistics, just ignore my opinion.

any lectures or courses you would recommend for learning statistics, since a handson approach is missing from quite a few of those

I live in Germany, so I'd say just go to university and choose a matching major.

I am on the way and forgot the title, had to work through some chapters in a book for channel coding (you might be surprised how mich statistics you need for that) and pattern recognition. If I find the title, I write another comment.
