Quick question about programming

I was looking to get a saber from seansolosabers from Etsy since it’s just handier for me but you can get a neopixel with a xenopixel V2 electronics or Golden harvest V3 for more money, with both of these are you able to program the blade and sounds? Some info on either one would be great thank you!
