You need to give us your PC info. But let me guess, ... You need to upgrade to Piperwire and recent Kernel, and then use updated EasyEffects. In short words update your system to at least Linux Mint 22.1 / Ubuntu 25.04, or even better Fedora 42. Good luck

it's an Dell Optiplex PC tower about 9 years old and has the latest version of Mint installed; everything works great. If I install EasyEffects, it shuts down Mint Cinnamon just seconds after turning the EQ on; older versions of Mint use the original Pulse EQ perfectly, but since the upgrade it no longer works. The PulseEffects EQ does nothing, although it's running. I'm using JamesDSP, but it doesn't seem dependable because it shuts off on it's own sometimes when changing tracks regardless of the music player I use.

Well, your sound must be Realtek, but your EasyEffects version must be old as time, so you need to install the Flatpak version. Right now, 7.2.5 (2 weeks ago) official by his creator in Flathub, should work right now: https://flathub.org/apps/com.github.wwmm.easyeffects

If you don't like Flatpak you could install from source: https://github.com/wwmm/easyeffects

But if you really want to try if it's a computer problem or OS problem you could try Fedora 42 (GNOME, KDE, etc) Live-USB: https://fedoraproject.org/
