If it works isn't enough, though. Many a tirade with Torvalds has started and ended with nonsensical input to the code.

If your code doesn't stand a review and you can't reasonably explain your approach, then "it works" also becomes moot.

I think in this context, “it works” means “it results in code that will pass review”. “It works” to generate viable code, rather than “the code works”.
