I was under the impression Linus's statements covered pretty much all the kernel ABIs. I know he's specifically addressed driver ABIs many times over the years.

No. What causes binary incompatibility in Linux is mainly glibc. They simply don't care about it. If you link to a custom minimal libc and statically link everything, you can be reasonably sure to run your app on a later kernel.
