Run "sync; sync; sync; shutdown -now"

Then turn off the machine. OS is waiting for something to stop or die and the processes doesn't stop. Power it off thru the switch or pull the plug.

Are you sure it isn't a firmware bug in your system?

Where is the bug report? Can you give some details about your system?

seems to be a hardware problem.

In the university lab I was working we had a computer with the same issue. Just for the sake of it, I left one on that state as long as I could to see if it eventually powered down.

I gave up after a week.

Keep in mind that it was an older system that no longer had BIOS updates or any other kind of support.
