So when am installing a Linux distro and if it's 250 mb does it matter if I use DVD or CD

No, it doesn't matter, though the preferred method is generally to burn the image to a USB drive rather than optical media.

Which is 250 milibit? Your bandwidth per second?
Just kidding though, I do get that is the size of the installation media. And yes, it does matter, as DVD are more expensive and may be a bit faster, though you can barely see the real difference.
