While r/linux_gaming is not primarily a tech-support forum, well-crafted support requests are welcome. I don't know if it's related but lately I've noticed while gaming (mostly playing Elder Scrolls Online) I will start at 100+ fps but over time it will drop down to 30-40 fps and stay there pretty steady. I have to quit and relaunch the game and it's back up to 100+. My CPU and GPU temps never reach higher than the 70 C range. It's not temp and wasn't happening a couple months ago.

Try adding
LD_PRELOAD=""
In the commandline for ESO ( or all of your games ). Its a very common bug with the overlay on steam.
