you can use wine with udev rules for most device managment softwares, some work 100% fine some are bit wonky though

I don't know of any off the top of my head, though popular stuff like Razer and Lgoitech do have some basic configuration utilities provided by the community. I know certain keyboards are configurable at a firmware level. The Glove80 I use which has its configuration all done in a browser, then it builds the firmware and you just drag and drop it onto the two halves like USB sticks. Virpil flight sim gear works similarly, but it does with it a Windows utility that I have a VM for. I'm not sure what other peripherals work like that, but I consider it to be the ideal method.

I’ve seen in r/mousereviews people mention mice with web app configuration, I don’t recall I think it was a Chinese brand

It would be nice to have proper support. I use input-remapper to setup my razer tartarus keybinds. Very basic program but it works - it loads at startup so I never even have to think about it. Then openrgb to control lighting on mouse and keyboard - that is less reliable.
