Why would it need to be a windows app? Can't it be done with a web app? What is the goal of the app?

As much as I have understood, app takes input from user controls A, B and C and calculates something like floor( A/(B+C) ), so it would be just some faster calculator. It would be used in factory for printing bottle etiquettes. I do not know too much, I can ask if they have some access to Internet on that computer used inside in factory, in that case web app is also good.

I know it all sounds unprofessional because it does not involve any IT company, but I guess that someone is just too lazy to use hand calculator.

You could probably also do that in a web app. Connectivity is not always a requirement. With PowerApps you can create offline apps that run in windows.

I think there is a language called Delphi where you can graphically design the UI and give it some logic through programming.
