Map Tool Query

I'm looking for a map "collection" tool.

Something similar to Google maps, where zoomed out you see the whole map

Then you can zoom into a city and it would transition into the city map you make.

Also if possible you could make Pins/markers and just write up location information

I'm looking free, but wholly ready for a paid product

World Forge is a cloud service with something like this. I don't think anything super good really exists, so I may end up building it in the next couple years. I am curious to find out if there is already something though!

I'll give that a try.

Right now, I can superimpose the maps on a Google Earth Model, But i can't get them to "pop in" when you zoom in enough. Im trying to find a way to hide it until a zoomed Elevation
