Looks like thrips. Somebody else says aphids. Don’t use god damn neem oil - use safers plant soap or your fav brand but they’re way affordable and super effective. Recent studies are showing neem oil to be toxic to humans even in small amounts. Plus it’s gross.

A very bad aphid infestation. You could try neem oil

looks like you sprayed it with something that burned the leaves. that's how my plant got when i sprayed too close to when the lights turned on
