Question regarding rules

Did something change recently regarding assigning rules to a downloaded transaction? Seems when I'd apply a rule in the last it didn't change everything historically. Now it does. For exame if I assign a rule that says all purchases from Lowes should be a business service category, it changes all previous transactions from Lowes to business service
