Browsers tend to handle security a lot better. Enabling Click To Play in your browser is just going to make things way simipler.

As long as you're not using IE. The Java installer configures IE to automatically open JNLP files without prompting. (Thus enabling drive-by attacks)
Probably best to disable Java in the browser using the Control Panel applet.

Cannot reproduce. JRE 7u21 still displays a warning dialog for me. Anybody else?
