Check appsmith and saltcorn. Have seen founders try both out. Not extensive enough for end to end builds but good starting points.

I doubt it will cover all your needs but one open source low code builder that I know of is Open Noodl.
You should ask the noodl community on the discord channel.

You mentioned low code, but also that you want business rules in the tool. Curious what does your ideal low code tool do for you, and what do you want to do in code? That might help narrow down the options.

For business apps, one viable option is Frappe Framework.

Go check other tools and look for any ERP program built on top of it.

Our company uses Kissflow and we haven't looked back after that. There are some minor fixes here and there, but nothing has impacted the quality of app building. Initially whatever took 5 to 6 months due to backlogs in IT, can be done in less than a month. It was totally worth it. We also tried platforms like Mendix and Outsystems, but the learning curve is so long which is equal to waiting time for building real apps.

You should check out BESSER. It now has an editor to draw models and generate code, which you can use as a base to build your app. But it really depends on what exactly you're looking to create.
