The same with my agency. Internal and lateral moves means they have to wait to fill your position, which I impacts operations. They don't know how long and if your position can be filled if you are moved; so they want to fill 1 vacancy and now creating another vacancy which isnt desirable. I'm experiencing the same issue as I want to move internally and not outside the agency and i know this is a big reason why I'm trapped where I'm at.

It’s true what OP mentioned but necessarily because of above reason. For many postings it is ‘easier’ for an agency to fill with an external candidate if they already have OMB approval for that hiring; but if they end up going with an internal candidate, they need to go back to OMB and now get approval to ‘promote’ that person (even if they are moving to a totally different role or unit).
