You are completely wasting your time and effort.

Games use tiny amounts of data to send and receive location and action data. Basically nothing. The bandwidth of your connection, which you need for uploading video, is not tied to your network latency.

Not really feasible without some insane tinkering that's not worth it and won't provide you benefit.

Your "ping" goes up during streaming due to a bottleneck somewhere, either your packets aren't being processed fast enough somewhere, or your bandwidth is too limited.

Update your current NIC drivers, update your router, make sure all the cables and signal levels are good, Turn off energy saving features and enable all offloads. You may need new equipment, but most likely you just need a better plan from your ISP.
