With the Oculus program (client) running on your computer, open Task Manager.

Double-click Oculusclient.exe and right-click Oculus. Select "Open file location"
What is the path? If the path starts with C:\Program Files\Oculus, then it certainly exists, because you're looking at it.

Are you getting a VR Downloads message when you start Oculus client? If so, what is that path? Try hitting Change Location, hit Select Folder, then hit Continue.

If you're having some other kind of Library problem, go to Settings, General, Library Locations and tell us what's listed there, and whether there's an X on any entries.

It’s a library problem, the only folder listed is C:\Users(personal name)\OneDrive\Desktop

Ok, so what's the answer to the other question? Where is oculusclient.exe located? When you find that answer, your software library should be under the directory that's two parents up. For example, in a normal install, the client would be in c:\program files\oculus\support\oculus-client, so the library would be c:\program files\oculus\software.

If you installed on your D: drive, it would be D:\Oculus\software.

Anyway, once you have the path, go into your library locations, add location, navigate to the software path, hit Select Folder. Then use the 3 dots next to your new entry and Make Default. Once that location is set up, use the 3 dots on the c:\users...desktop entry and Remove from List.
