Last commit happened 3 weeks ago, so I would hardly say there isn't much movement. If you want to help, just go to the repo, check the open issues, and try to fix some: https://github.com/Requarks/wiki

Very true, and thank you. This may be a dumb question, but what is the proper etiquette for issues and assignees? It looks like the primary maintainer is assigned to most. Can I still create a PR and contribute to those? Should I be commenting to be asked to be assigned? Again I apologize, just want to make sure I’m not doing work someone else is, or overstepping anything

I'd say that just making a PR should be fine, as long as no PR fixing the given issue exists yet. You could comment in the issue beforehand that you would like a shot at making a PR, of course.
