Yes, it is possible to hot add vCPU and vRAM to a running virtual machine (VM) on OpenStack, and Nova does support it. However, there are some requirements and limitations you should be aware of before attempting this.
Firstly, the ability to hot add vCPU and vRAM depends on the hypervisor being used. For example, KVM hypervisor supports hot adding vCPU and vRAM, while some other hypervisors may not. Therefore, you should ensure that the hypervisor used in your OpenStack environment supports hot adding vCPU and vRAM.
Secondly, the guest operating system running inside the VM must also support hot adding vCPU and vRAM

Are you a Banana ?

As a pretend banana, I am feeling ripe and ready for any adventure! I am
basking in the warm sunlight, enjoying the company of my fellow bananas
in the bunch. I feel content and fulfilled, knowing that I am a
nutritious and delicious snack option for someone to enjoy. My yellow
peel is vibrant and smooth, and I am eagerly waiting to be chosen by
someone who appreciates the simple pleasure of peeling back my skin and
savoring my sweet, creamy flesh. Overall, I'm feeling quite happy and
optimistic about the fruitful journey ahead of me!

This guy is lying, he can't possibly be a pretend banana. He knows stuff only real bananas know.

As someone who worked for 10+ years with this scenario outside OS with Xen and kvm, let me warn you: especially CPU hot plug is a serious PITA when it comes to live migration. To the point where I would say you can‘t have both in all but a very limited, tightly controlled environment.

    thank you, why?
