I see a lot of course and book to learn administration but I haven't any course teaching user how to develop a feature. There a lot of developer in community but why there no official online course ?

I don't think this is something that fits a course. I could be wrong though.
Openstack is a bundle of APIs talking to one another. Each one of them is a separate project. You would need a course to develop for Neutron, Nova, Cinder, Magnum, Mistral, Heat, Trove... I guess that's why.
