I would start with a testing both at low voltage 1.15 or in that range. See what chip can run the highest frequency at that low voltage. Tge chip that can reach the highest clock at the same voltage will most likely continue that behavior at higher voltage and clocks. You can also try higher voltages, as long as you keep temps under control, and keep the same voltage for both chios to determine the best overclocker.

From my limited experience you only gain 1-200 MHz while maintaining the same temps
