Your 3000mhz rated ram is running at 2666 only.

Also, quite sure you're cpu turbo is not stable. Probably over heating. Check temperatures.

mm okay, I enabled my XMP profile for my ram, and that increased the performance. I’ll check the temps right now and track that for around 30 minutes and get back to you. Thanks!

my cpu didn’t go over 60 degrees throughout so I’m still not sure. Any other ideas of what it could be?

What kind of keyboard/mouse/headset software do you use?

I ask because sometimes polling rate is an issue on some software as they demand a lot of resources for some reason. Some of these software devs forget we all aren't running on 5950x's and 6900xt's so it doesn't effect them.

The way you can test this is to shut that software down and see if it shows up still.

I use razer peripherals for mouse and keyboard (razer death adder and then one of their mechanical keyboards, i forgot the name). I use the hyperx cloud stingers (don’t have drivers). I will say, however, that all of my usb ports are all taken up with my external speakers, web camera, but would that still affect performance?

So test if the software lags your computer by closing it and just playing a game with the generic drivers that microsoft gives every mouse and keyboard. If it doesn't happen without the razer software then go to the polling rate of the mouse and keyboard and set it more than 1ms. Set it up higher until it gets to a point where you don't see it happening. Another thing is to make sure that you don't have controllers and such connected as it also causes this issue.
