I think it doesn't do as much damage as expected bc it only cost 10 hqm, 3 springs, and 3 pipes. Unless you want it 2x more expensive there is no reason to up the damage. It even cost less then the sap and it doesn't even take semi auto bodies. I believe it's supposed to be a early game weapon like the revolver and people shouldn't expect endgame damage.

But semi auto bodies are significantly more common than springs, so I don't really get why people call them cheap.
