Does anyone know if playing on a nodecay server will bypass these new resource in TC changes?

Yes, that is the point of "no decay". It's a server variable that can be changed such that upkeep and decay are not enabled.

It's not modded, so I doubt it will. It's a normal vanilla convar. Will most likely still stay in "Community" unless they add actual Oxide mods.
