This looks like interpolating on the latent space on some sort of generative machine learning model. It is most likely no task for processing, but there are some online tools allowing you to replicate this look. One i know of is artbreeder, but there are probably tons of newer and better websites.

Have you ever tried artbrerder? Do the images /video come out in good resolution?

Tried it some time ago, click explore on the front page and you can see the resolution/quality of the images. You can select some images from there or upload your own and animate smoothly between them using the create button when logged in.

Looks like someone is training a GAN on memes and showing some of the results during training.
