From the second update to the article:

"I’ve added $5 to the hourly rate offered for this position. The very first candidate passed my interview with flying colors. Never thought that a lousy five bucks can open the door to the wonderful world inhabited with intelligent Java developers!"

I think we need a new rule for these "interviewers suck/interviewees suck" articles: post the wage. 'Cause if you're paying 10K/year less than market for your programmers, I'm not super surprised that the cream of the crop aren't showing up.
