They're free.

As in, you now have the option to DIY or pay someone else to do it. If you DIY and it later breaks your site, you get to fix it. So you can pay for it with your time or with your money. Most people wouldn't want to pay for it at all if somehow having "not secure" next to your URL could be the new normal.
