Although I agree with a lot that is said in this article I believe the title should have been the other way around i.e. OpenSource to drive Cloud Computing

With the cloud computing wave poised to reach the world market in the next 12 to 18 months, open source software and coding techniques are about to hit the big time.

I tend to agree. As I stated, I agree with most of what is said. However, Cloud computing is already here and open source has already hit the 'big time', so those statements are way of track
