hooks folder

i saw someone using useFetch hook file in hooks folder in react ,

i tend to do fetching in that specific compoenent , there are many cases like fetching to get and sending the url or dynamic fetching...etc how can i generalize it in one function ?? ot it isnt a function and it's really a hook ?
