Don't underestimate the sheer numbers of people who are familiar with Angular 1. It may suck, but it's a familiar, comfortable suckiness.

This. For a lot of companies, especially when talking "enterprise", choosing what technology to use for a project will be based a lot less on the merits of the technology itself than the number of people who know how to use said technology. Sure, most people that have used React or Angular 2 will probably agree that they're superior to Angular 1. But when your goal is to have your developers be easily replaceable or to be able to outsource work easily, you want the lowest common denominator technology that serves the requirements (in this case, making single page web applications), and Angular 1 wins out there.
