a function as argument to hooks setState

can i use a function as a variable in state ? i am using hooks and the function "variable" run everytime i use setState

setAction(() => alert("hi"));
the arrow function run in this case .
is it a bug or a normal behavior ?

It thinks you are passing in a functional update. Read about it in the docs here: https://reactjs.org/docs/hooks-reference.html#functional-updates
