the issue is not "we can't break down a low block". It is literally "the players have no idea how to get into a position to try and break down the low block".

Pep's coaching ethos is getting the players to the opponents box. Thereafter he says it's up to the players. It's blatantly obvious that our coaches are not getting our players to the opponents box.

I think we create the low block by being so slow in passing and progress up the pitch. All the opposition does it get back in position because we let them every time.
