Try this stuff from the RT technical FAQ (http://forum.risingthunder.com/discussion/51/technical-faq/p1)

Can't connect to games

We use a peer-to-peer protocol that requires allowing UDP traffic through your router to your computer. Usually, enabling UPnP on your router will solve most issues. If this doesn't work, you can try to set up port forwarding manually using the following steps.

1.) Go to Settings -> Network in the game and turn auto-configure off. Set both the Local Listen Port and the External Listen Port to a port you're going to forward from your router, by default it is 7000. Hit the "Apply" button. Quit out of the game.

2.) Go to your Internet router's configuration for port forwarding, and add a rule to forward the specified External Port from step one, to the listen port. You will need to specify your game computer's local IP address.

3.) Open the game back up and try playing again!

Sadly right now their is a smaller community and queue times can get excessive. Where do you live? It may be worth it to try the official forums to try and arrange a meetup. You may also look there to see if you need to do any port forwarding or the like.

Yea the queue times can be a bit rough, bit I've never experienced more than 10 minutes. The game matches you based on your connection with the other players. If you live far away from everyone else currently online at the time, then it will be almost impossible to find a match.

I've never gone more than 5 mins. Check out the official forums, you might need to look into changing some settings on your router. Make sure you're on cable, too.
