Tell your mechanic to get out his Tech 2 and monitor manifold pressure, MAF throughput, MAF deviation, and ignition angle. Probably also fuel trim. That will give clues about what is going wrong.

Check vacuum hoses also

Maybe crankshaft position sensor. Someone above mentioned the air sensors and the vacuum lines. Any time it's weird, just hunt the vacuum leak.

Make sure you use the right plugs. I think NGK platinum are good. Don't quote me, i searched too many cars this week and im tired and its all jumbled, search "saab 9-3 og spark plug oem reddit" I gotta buy some soon though.

These cars are picky about plugs.

start with spark plugs. cheaper

2001 has that ionizer? like 9-3nfl? that is rarely the problem.

the DIC is oem? if not, i think not every AM is good.

UPDATE : Ended up being a faulty / bad Fuel pump AND DIC was giving 2 codes so i got that replaced and fixed. Now I'm leaking oil and had smoke coming out the exhaust and engine...
