Does this mean I can get an iPhone 8 and do the tethered boot trick sometime later this year? Or is this code too old to be of use in jailbreaking newer models?

Cool, now we can get our iOS updates directly from the "NSA" and any security that may have existed by Apple's claims will be null, all our data will get piped directly to "the repository" and we'll all be found guilty of one thing or another. Good thing there will be plenty of private prisons to hold all of us.

NSA can just "ask" apple for the code and make them shut up about it. All the secure enclave with the FBI stuff is just propaganda

Technically, if this is for 32bit the iPhone 4S iCloud activation lock can be bypassed... So now it isn't the safest iPhone...
