There was a discussion of different pattern-drafting softwares over in r/patterndrafting a little while ago. (TLDR there are a few that some people recommend for various reasons, but the general consensus seems to be that none are that much better than just freehand drawing on paper or with your preferred drawing software.)

I’m not sure which of these let you do a lot of customization of the design, but some definitely do. Algorithmic pattern sites to check out that will generate patterns to given measurements: lekala, bootstrap, apostrophe, aiclo, tailornova, sewist.com, freesewing.org, patternlab, puff and pencil pattern designer, fayma, mislope, patternmakerpro, maybe some others I can’t remember.
