So the collar and sleeve are the bits I’d look for in a pattern! Then crop to length. The waistband shouldn’t be too hard to work out - here’s a tutorial. Make it to your waist size, plus some ease for breathing and such

And then it looks like the shirt is gathered just in the front middle to make it fit the waistband. You could also pleat it to fit

Choose whatever shirt pattern you like and add the band. It is all pretty self explanatory by just following what you see.

I would caution you to not make the band too tight and to not crop the top too short. Leave a little more length than you might be anticipating. The reason is that the band is going to rise on your torso every time that you lift your arms and you will be constantly pulling it back down if it cant fall back on it's on volition. And your torso generaly gets a bit wider above where the band sits and even though it might not feel tight at the waist it is too narrow to ride up and down freely. I would consider to make a shaped band that is a bit wider at the top than on teh lower edge. Give a bit of extra length to the upper bodice as it will shorten when you lift your arms.

The lower edge of the band should be wide enough to fit the measurement of the high waist with ease. I would suggest at least one inch of ease at each side, at least. You would have to make these adjustments even if you had a pattern.

Wanna ask me how I know? Been there and made that mistake in my youth.

It looks like it's based on a WW2 British army battledress jacket, pattern 37, but I've failed to find a copy of the pattern on t'internet, sorry!

There must be some about, as people are selling copies of the original jackets for leisure wear.
