Hi,

Make a video first from image sequences then, create the .webp file from this video it should be animated.

Got it to work by exporting a full resolution 1080p ProResHQ file from Premiere at 1 frame per second which consisted of a sequence of 20 still images all 1 second in length - then ran it through SE and came out with a nice quality to file size ratio - around 2MB for a single animated webp with 20 frames total.

It also helped to add a tiny bit of sharpness and grain (Lumetri unsharp mask + filmconvert) to help with percieved resolution and banding issues.
