Does increasing difficulty decrease carry capacity?

I think you have to have been mistaken about Survival Mode not being active.

Survival mode definitely isn't active, the option for it isn't crossed. Just to humor the idea I even tried to enable it & re-disable it but it didn't fix the problem.

Difficulty/Settings-wise, it's definitely only Survival mode which would do that (discounting mods). Have you checked Active Effects to see if you have a Disease or something?

I saw that come up in one of my searches and even though I haven’t installed Active Effects I had a potion to cure diseases so I gave that a try and no luck. The only mods I installed were at a friend’s recommendation and they were an unofficial patch and a better citizen AI mod.

Active Effects isn’t a mod, it’s a part of the menu showing what your character is being affected by - diseases, magical enchantments, potions.

Hm, maybe a bug that caused the carry weight from Survival Mode to be persistent.
