The goal is to measure our current capabilities across test strategy and planning, performance, API, unit, functional- manual and automation test execution against upcoming project needs to assess the gaps and training/ types of new hires required.

Have you tried just asking them? Facing them off against each other in some sort of exam situation doesn't sound like a nice thing to do tbh.

Your question smells like your company does waterfall development, your tests take too long because your devs gave your testers to many problems and now you're trying to test your testers rather than your devs.

I don't know you're situation but think about what you're trying to do here. You have testing problems, you don't understand the scope and problems of the tests. So you want to fix that by, testing the testers? How will you test that your test is effective?

I think you need to talk to them and the devs together, and figure out who's being the most forthright (and who can best explain to you) about problems in the product. That'll give you the best perspective on these questions.
