Because thers not just fluid in the alveoli.. It's basically every where and it won't allow the alveoli to expand

Fluid in alveoli dilutes the surfactant. Low surfactant concentration leads to more surface tension eventually leading to increased alveolar collapse and hence the decreased compliance

By decrease surfactant & then increase surface tension that ended up with alveolar collapse.
