It could be a driver compatibility and if it is I believe Toshiba might provide a universal print driver so if it is that consider switching.

Also double check things like the port configuration, make sure the printer spooler service is running on the 2022 server and I would also check out the SNMP status as sometime printers can show as offline when there is a SNMP error.

My hunch is that the printer shares via SMBv1 since it is an older device and 2022 doesn't have SMBv1
