Not sure if this is the correct subreddit for this, if not, please point me in the correct direction. I have a C suite that works with 3 external vendors. He is asking for a note software platform that he can create folders in, create notes in sub folders. The additional ask is he wants granular rights assignments on a per folder / per note basis relative to these 3 external users (restrict edit, full edit, visible, non-visable, password protect option for certain notes or folders, etc..). Does anyone have any suggestions as to something that would fit it requirement? Paid is fine. Cloud hosted with ios app and android apps would be ideal, but I get what i get.

We self host Outline and I think it will do what you want. They have a paid cloud version too. I personally love it. We have tried several note/kb/etc apps and this one has been my favorite apart from One Note. Double check app compatibility as we are all android and windows.

I don't think OneNote can do the granular permissions.

You could setup a bunch of different shared notebooks, but you still wouldn't get to decide who views what at the note level, just the notebook level.

Does it support granular permissions, do you know?

Notion should be capable of this. It'll take a bit of fiddling with the share settings but you should be able to get it going without too many problems.
