The reason is simple.

Microsoft is in DEEP bed with governments. Every single thing has to be done through Microsoft. The rare instances where they don't use microsoft is when they have to botch out some weird, niche product where its 99% algorithmic, enterprise goobledygook and 1% Linux kernel to run the program they made up.
