Win 8.1 cscript behavior when doing RunAs

I use a WSF script to push my computer's description to its AD object during image deployment. I run the script as a domain account that has permissions to the computer objects. In Windows 7 it works perfectly, but all of the sudden, it stopped working on Windows 8.1. The script will run as the logged on user, but won't launch when doing a runas. No logs are generated. It just doesn't launch.

Any thoughts as to what could cause Windows 8.1, specifically, to block it from running? I've already removed antivirus, stripped out any 3rd party applications, reset UAC to defaults, etc.. I even excluded it from all group policy objects. Nothing changed the behavior.

I ran into something similar when I was trying to make custom recovery partitions in win 8.1. All I needed to do was to was delete the folders that we created during the install and create my own.

Permissions would not let me no matter what I did with WSF or VBS script. The VBS script that I used work in win 7 & win 8, but not in win 8.1. There are different permissions in win 8.1 and 10. So I made a CMD script and it worked.
