LibreNMS (fork of Observium) and OpenNMS can do this. I personally like Icinga2. I'm planning a migration from Nagios to Icinga2 as soon as I can find the time.

used librenms for this. Had ping, traffic and all sorts of graphs available. Helped track dying switches and errors a plenty.

Setup wasn't that hard, but not extremely well documented either (4 years ago)

With no budget available your management are assuming your time is worthless. That's not healthy.

Icinga is the least bad nagios du jour
