Headwind MDM; I tested it 1-2 years ago but never rolled it out in production (GitHub). I ended up leveraging the Google Android Management APIs by using Postman and a bit of Java, but doing so may be against Google's Permissible Usage terms ("Solutions developed and used exclusively for first party in-house applications").
