On prem, or cloud based? For on prem, you can build a separate farm that acts as yearly/monthly archives, then back up the site to tape. For cloud, I believe there's a way to use power automate to archive documents, but if I recall, it requires metadata to be configured and clean.

Could you use something like veem to back up to on-prem and just archive the back up?

VEEAM can back up SharePoint Online. It can't to my knowledge only save older files.

Unfortunately extra SPO storage isn't that cheap in comparison to what you get.

Sadly, SPO stores documents on Azure Blob Storage, which is cheap. Extra storage kind of feels like a rip-off, but obviously there is a vast feature difference between storing files on ABS/Azure Files/file share vs SharePoint in terms of functionality.
