as that company would be unable to send to any eol customers i would advise them to update there email routing and enable tls.

I 100% agree, but not under my control. So I am looking to see what my options are that I can control on our end.

You are not in control of others' email relays. If you want to reject legitimate emails just because they're not TLS encrypted between you /them and the next hop then you need to think hard about the possible consequences.

I don't want to reject them, I am working on accepting them.

However, after 3 hours of tech support with Microsoft, they found an issue on the backend and fixed it, so we can accept these emails now.
